Valentine Surfacing Co. was formed in 1978 with the purchase of a PR 750 Rotomill. The development of the milling machine had made the removal of aged or deteriorated asphalt concrete roadways an econonomic and viable construction practice. The costs and availability of asphalt led to efforts to recycle the removed material; however, the logistics, cost and other problems did not and still has not allowed the full use of these valuable materials when efforts are made to recycle them through a hot plant. The Founder, Charlie Valentine, had the foresight and innovative instinct to develop and construct what has come to be known as a COLD IN-PLACE RECYCLING TRAIN. The train allowed 100 percent of the material to be recycled in place which dramatically reduced hauling costs and increased production rates. Environmental problems normally associated with hot plant recycling and hot in-place recycling are nonexistent with the cold in-place recycling process. Natural resources in the form of virgin aggregates and energy in the form of fuel to run hot plants or hot in-place recycle plants are conserved with the cold in-place recycle process.
